2024 Industrial Structure Adjustment The National Development and Reform Commission Key Encourage the Development of Additive Manufacturing Industry
Date:[2024/6/19]
Recently, the Industry Department of the National Development and Reform Commission revised and released the "Guiding Catalogue for Industrial Structure Adjustment (2024 Edition)", which will come into effect on February 1, 2024. The catalog has a total of 1005 entries in 2024, including 352 encouraged categories, 231 restricted categories, and 422 eliminated categories.
Compared with the previous version, the encouraged category has added industry categories such as "intelligent manufacturing," "agricultural machinery and equipment," "CNC machine tools," and "network security," which are conducive to industrial optimization and upgrading. The restricted and eliminated categories have added industry categories such as "fire protection," "construction," and related fields that do not meet the requirements of green development and safety production.
As a fundamental and comprehensive industrial policy, the Catalogue involves multiple industries and covers a wide range of fields. Since its publication, it has played an important role in strengthening and improving macroeconomic regulation, guiding the flow of social resources, promoting industrial structure adjustment and optimization upgrading.
All directions related to 3D printing (additive manufacturing) have been included in the encouraged category. In the "Catalogue (2024 Edition)" intelligent manufacturing category, it is explicitly proposed to encourage additive manufacturing equipment and special materials: metal additive manufacturing equipment and special materials, non-metal additive manufacturing equipment and special materials, biological additive manufacturing equipment and special materials, key components such as lasers, electron guns, scanning galvanometers, and additive manufacturing special software, Comprehensive solutions and production services for additive manufacturing.

It is reported that the policy guidance for this round of revision has four aspects. Including promoting the high-end, intelligent, and green manufacturing industry; Consolidate the position of advantageous industries; Accelerate the filling of gaps in the field of relationship security development; Build a new system of high-quality and efficient service industry.
Additive manufacturing is one of the main directions for implementing the strategy of building a strong manufacturing country and an important component of intelligent manufacturing. Previously, Made in China 2025 had explicitly included additive manufacturing as a key area for developing intelligent manufacturing equipment and products, promoting intelligent manufacturing processes, and accelerating key technology and equipment research and development.
In addition, the Ministry of Industry and Information Technology and eight other departments recently jointly issued the Guiding Opinions on Accelerating the Transformation and Upgrading of Traditional Manufacturing Industry, proposing that by 2027, the level of high-end, intelligent, green, and integrated development of China's traditional manufacturing industry will significantly improve. The application of 3D printing technology is becoming one of the key factors in the transformation of traditional manufacturing towards intelligent manufacturing. According to the "Development Status and Trends of China's Additive Manufacturing Industry", it is expected that the size of China's 3D printing market will increase from 40 billion to 100 billion from 2023 to 2027.
In 2024, closely following national policies, the 3D printing industry will enter a new stage, achieving a leap from quantity to quality.
